Here, central angle = ${360}^{\circ }$and total number of people = 36
$\begin{array}{cccc}\text{Colours}& \text{No. of people}& \text{In Fraction}& \text{Central angles}\\ \text{Blue}& 18& \frac{18}{36}=\frac{1}{2}& \frac{1}{2}\times {360}^{\circ }={180}^{\circ }\\ \text{Greeen}& 9& \frac{9}{36}=\frac{1}{4}& \frac{1}{4}\times {360}^{\circ }={90}^{\circ }\\ \text{Red}& 6& \frac{6}{36}=\frac{1}{6}& \frac{1}{6}\times {360}^{\circ }={60}^{\circ }\\ \text{Yellow}& 3& \frac{3}{36}=\frac{1}{12}& \frac{1}{12}\times {360}^{\circ }={30}^{\circ }\end{array}$

Again in this question we can avoid calculations because it clearly states that,
$1$ person = ${10}^{\circ }$, so
$18$ people = ${180}^{\circ }$ and so on.
