1. Draw a circle of radius 2.9 cm with centre P. Take a point Q such that PQ = 8.8 cm.
2. Obtain the midpoint M of seg PQ.
3. Draw a circle taking M as the centre and QM as the radius.
4. Let A and B be the points of intersection of these two circles.
Draw rays QA and QB which are the required tangents.
