In the fig., one end of the bulb is connected to the battery while the other end is connected to a safety pin which acts as a conductor. However, the other end of the battery is not connected to the safety pin which is required for the current to flow. Thus, the switch is in off position and the circuit is not closed. So, the circuit diagram depicting the image is shown below.

So with this setup, the bulb will not glow. The free end of battery should be connected to the safety pin in order to make the bulb glow.
