These anions are present on the surface with their OSO3 group in water and hydrocarbon part staying away from it. At higher concentration, these anions are pulled into the bulk of the solution andd form an aggregate of spherical shape with their hydrocarbon part pointing towards the centre and OSO3 part outwards on the surface of the sphere

In the above micelle formation, oso3 ions

stay on the periphery of the micelle.
