minimum value $= - \frac{D}{4 a}$
$= - \frac{4 - 4 (3)}{4}$
$= - \frac{(4 - 12)}{4} = \frac{12 - 4}{4} = \frac{8}{4} = 2$
at $x = \frac{- b}{2 a} = \frac{- 2}{2} = - 1$
$y$ intercept $\Rightarrow y = 3$ (at $x = 0$ )
