1. Draw a circle with centre M and radius 2.9 cm. Take a point L outside the circle such that LM=7.5 cm
2. Draw the perpendicular bisector of LM and mark the midpoint as P.
3. Taking P as the centre and MP as the radius, draw a circle and let it intersect the original circle at points A and B.
4. Join LA and LB.

LA and LB are the required tangents.
