Solution

The correct option is A I and II
Under Article 356 of the Constitution of India, the President is empowered to issue a proclamation if he is satisfied that a situation has arisen in which state government cannot be carried on in accordance with the Constitution. This is called "President's Rule". The President can take up the functions of State Governor and can declare that the powers of State Legislature are to be exercised by the Parliament.
