It is to save the crops from cold. We know water has high specific heat capacity and easy availability so water is filled in crops to save the crops.
We know that capillaries have water in them and due to less temperature water can freeze which will increase its volume and capillaries may burst. More water increases heat capacity and prevent the harm.
