'Electric charges are measured algebraic' means that charges are measured as the sum or difference of basic charge of electron.This is called quantization of charge.
i.e charges could only be measured as a multiple of charge of electron.The multiples are whole numbers.so you cannot have fractional charge,only multiples of charge of electron.
