Non-Metals are bad conductor of electricity because they have no free electrons to conduct electricity (Electrons conduct electricity).

Metals have valence electron in outermost shell and they donate electron to attain a stable electronic configuration and these free electrons are responsible for the conduction of electricity.

In case of non-metals, they gain electron to attain stable electronic configuration so there is no free electron and thats why non-metals are bad conductor of electricity.
