The general rule is that we have to round off each number to its greatest place.

Here, the given numbers highest place value is ten thousand so we will round off them to the nearest ten thousand by checking their thousand's place digit.

If it is less than 5 we replace thousand's, hundred's,ten's,one's place digit by zero but if it is 5 we add 1 to the thousand's digit and replace its hundred's,ten's,one's place digit by zero.

Using general rule,

Hence, using the general rule : 28,292-21,496=7,000.
