Evaporation is considered as the surface phenomenon because the particles of water present at the surface take part in the process of evaporation. The water particles at the surface escape into vapour phase at any temperature below the boiling point of liquid.
This is possible because liquid present on the surface of water are bonded weakly as compared to inner molecules and when temperature increases the hydrogen bonding between water molecules breaks triggering ther process.
