(a) For KCIO4,
Let the oxidation number of Cl be x.
Since the overall charge on the complex is 0, the sum of oxidation states of all elements in it should be equal to 0.
+1+x+4(2)=0

(b) For Cl2O7,
Let the oxidation number of Cl be x.
2x+7(2)=0
or, x=+7
