a. In 1871, the colonial government in India passed the Criminal Tribes Act. By this Act many communities of craftsmen, traders and pastoralists were classified as Criminal Tribes, their mobility was restricted.
b. Since they were nomadic who moved from place to place they were considered as criminals by birth and nature and a close watch was kept on them.
c. They had to live in a notified village area.
d. Their mobility was restricted, they could not move without permission.
e. Such an could not be justified on moral grounds s it effected the livelihood of the pastoralists.
f. It resulted in the loss of their customary rights.
g. These groups thus had to look for alternative jobs.
h. It was certainly an attack on their age old traditional practice
