Alkaline hydrolysis of tert-butylbromide follows SN1 mechanism.
The first step is the ionization of tert-butyl bromide to form stable tert-butyl carbocation. It is slow step (rate determining step). In this step, bromide ion is lost. The next step is attack of hydroxide ion. It is fast step.
