Resource planning is a process which involves :

• Identification of resources across the regions of the country. This involves surveying, mapping, finding qualitative and quantitative estimation of the resources etc.
• Developing a planning structure which makes use of appropriate technology, skill and institutional set up for implementing resource development plans.
• Matching the resource development plans with overall national development plans. For example, for many years, development in India was heavily dependent on fossil fuels, hence the regions rich in coal and petroleum were focussed upon more, in terms of development. But today, as the country is moving towards renewable energy, regions with good potential for harnessing wind and solar power are also gaining attention slowly.
