F is the force

d is the perpendicular distance between the line of action of the force and the pivot.

So for constant torque, the force applied is inversely proportional to the perpendicular distance from the line of action of the force to the pivot.

The force is reduced by increasing the distance from the line of action of the force.

Conclusion:

The spanner has a long handle to produce a larger turning moment and a small force is applied at the end of the handles.
