H3PO3 is not a tribasic acid because, in oxyacids of phosphorus, hydrogen atoms that are attached to oxygen atoms are replaceable. Hydrogen atoms directly bonded to phosphorus atoms are not replaceable. Therefore, this is a dibasic acid.
