The Chief Minister enjoys the following powers and functions.
a. Formation of Council of Ministers : He is the head of the Council of Ministers. The governor appoints or dismisses other ministers on his advice. If the Chief Minister resigns, the entire Council of Minister is bound to resign. The entire council of ministers is under his control.
b. Distribution of portfolios ; The Chief Minister allocates or reallocates portfolios among ministers. He mainly decides which minister will be get the respective portfolio.
c. c) Re organisation of Council of Ministers : The Chief Minister is responsible for reorganising the Council of Ministers.He monitors the working of different ministries and decides the policies.He presides and summons over the meetings of Council of Ministers.
d. d) Link between Governor and Council of Ministers; The Chief Minister acts as a link between the Governor and the Council of Ministers. It is his duty to communicate to the Governor about all decisions of the Council of Ministers.He is also the chief advisor of the Governor.
e. e) Control over Finance : The Chief Minister is the leader of the majority party in State Legislature. He has a major say in all the legislation passed here. The financial bill is passed on his aid and advice. He makes necessary changes or policies related to budget and finance.
