"The step size is thus very small as compared to the charges usually found and in many cases, we can assume a continuous charge variation."

The charge on an electron is 1.6×1019C. The charge is a quantized quantity and it can only vary in steps of 1.6×1019C (which is a quite small quantity). So we can consider it as continuous. However, it consists of discrete steps of 1.6×1019C.
