Coming together federation: Formed by the states which come together voluntarily to form a bigger unit as means of increasing their security. Power division is near to equal between states and central governments.

Holding together federation: Formed by a states framing a union system where entry is voluntarily but exit is prohibited. Power sharing is always center leaning.
