Here is the answer:

1) National resources are those resources which belong to a particular nation and are under the control of that State or Union Government. All minerals, water resources, forests, wildlife and ocean area up to 22.2 km from the coast comprises of national resources of a country.

2) Global resources are also called international resources. These resources are shared among all the countries of the world. They do not belong to one particular nation. They are regulated by international institutions. The oceanic resources beyond 200 nautical miles or 22.2 km from the coast belong to the open ocean.
