In the fresh elections held in 1792, all men of 21 years and above including the poor were granted the right to vote.This newly elected assembly after elections came to be known as the National Convention.On 21 September, 1792 it declared France as a Republic by abolishing Constitutional Monarchy.
A new Constitution emerged after the fall of the Jacobin government. It denied vote to the poor and property less people.A legislature with two councils was elected by the male citizens who paid taxes.These councils then appointed a Directory, which was an executive body consisting of five members.This was done as a safeguard so0 that political power does not get concentrated in the hands of one man executive as under the Jacobin government.
