the device you are indicating is called Van de Graph generator
  • it is electrostatic generator
  • uses moving belt to accumulate charge
  • accumulates charge on a hollow metal globe placed on the top of an insulated column
  • as high as 20 million volts can be produced
principle
  • electric discharge takes place in air at sharp pointed conductors
  • If the charged conductor is brought in to internal contact with a hollow conductor, all of its charge transfers to the surface of the hollow conductor no matter how high the potential of the latter may be.
working
  • the belt is connected to high tension source
  • sharp pointed combs are installed to impart charges on the belt
  • charges are carried to hollow metal globe and and given to it by sharp combs again
  • thus more charges being stored on the globe, assumes high voltage
