Proto-industrialization was the phase that preceded industrialization. The working system of proto-industrialization was called the putting out system. Under this system, merchants would provide capital and raw materials to small scale household manufacturing workshops. These small scale manufacturers would then produce whatever product the merchant required. The merchant would then purchase that product and then sell it to consumers. Thus, proto-industrialization was based on small scale production rather than large scale household production.
