In $II$ there is an $s{p}^2$ centre in the ring containing $N$ hence lone pair donation becomes a a bit difficult. Whereas in $I$ all $C$ being $s{p}^3$ hybridized. Hence in $I$ the lone pair on $N$ are more easily available for donation.
