There seems to be some ambiguity in your question. Cu in its elemental form is a metallic conductor. But it can't be regarded as an electrolyte. This is because an electrolyte is a substance that furnishes free ions in aqueous solution and thereby, conducts electricity. Cu in its metallic elemental form does not furnish ions. Hence, it is a metallic conductor and a non-electrolyte.​
