Conduction of electricity:

Substances that can give free ion in their solutions, are good conductors of electricity as moving charged particles are needed to conduct the electricity.

Reason for the solution of cane sugar to not conduct electricity:

Cane sugar is a covalent compound, and when it is dissolved in water, it does not dissociate into its constituent ions. Thus, due to the absence of free ions in the solution of cane sugar, it does not conduct electricity.

Reason for the solution of sodium chloride to conduct electricity :

The sodium chloride (NaCl) is an ionic compound and when it is dissolved in water, it dissociates into its constituent ions, Na+ and Cl-. Thus, due to the presence of free ions in the solution of NaCl, the solution of sodium chloride is a good conductor of electricity.
