Electronic configuration of F=1s2,2s2,2p5.
Thus, F needs only one more electron to complete its octet and to attain the stable noble gas configuration. Also, F is highly electronegative with low dissociation energies and high negative electron gain enthalpies. Therefore, fluorine has a high tendency to gain an electron. Hence, it acts as a strong oxidising agent.
