$10 p q + 15 q + 6 p + 9$

$= 5 q (2 p + 3) + 3 (2 p + 3)$

$= (5 q + 3) (2 p + 3)$

$p = 3, q = 2$

$= (5 (2) + 3) (2 (3) + 3)$

$= 13 \times 9$

$= 117$
