Evaporation is a time taking process and doesn't happen within seconds. The water that falls on ground seeps through the pores in ground and goes below to form a part of the ground water. This process is called infiltration. Even the rain water that falls on ground recharges the ground water through this process. Some water seeps even below and forms a part of aquifers. So, Fargo is wrong in concluding that the water must have evaporated.
