Dear Student
According to 1st law of motion, due to inertia if a body is in motion it remain in motion. When a car is stopped suddenly with a jerk the lower body due to the attachment with the car has inertia of motion and when brakes are applied the upper body comes to rest so the person will feel a force in front. So to avoid this seat belts are used.
