Lord Lytton Vernacular Press Act placed severe restrictions on the newspapers in Indian languages.
Under this Act, the Magistrate(with the sanction of the Local Government) was empowered:
  1. To call upon printers and publishers to deposit security.
  2. To enter into a bind binding themselves not to publish or print seditious matter.
  3. In alternative to submit proofs to the official sensor and not to print the rejected matter.

In case of default or necessity,the security of the press might be confiscated.
