Example:

In the figure above, $\angle A=\angle P,\angle B=\angle Q$ and $\angle C=\angle R$

Therefore $\angle A$ is congruent to $\angle P$, $\angle B$ is congruent to $\angle Q$ and $\angle C$ is congruent to $\angle R$

Hence, two angles are congruent if their measures are equal.
