The second hand of the clock moves 2π radian in 60s.

therefore, the average angular speed of the second hand is,

ωav=ΔθΔt

=2π60

=0.105rad/s

As the motion of the second hand is uniform throughout therefore, the angular speed of the second hand will be equal to the average angular speed that is 0.105rad/s.
