The sum of the angles of a quadrilateral is $360^{\circ}$

$∠ B = 180 - 90 = 90^{\circ}$

$∠ A + ∠ B + ∠ C + ∠ D = 90^{\circ}$

Hence,

$x + 90 + 60 + 70 = 360^{\circ}$

$x = 140^{\circ}$
