put $x=3$ in $x+y=0$

$\Rightarrow x=-3$

so the point is $(-3,3)$

The required line is parallel to $2x-y=4$

so slope will be the same

$\therefore m=2$

equation of the line is

$y-3=2[x+3]$

$y=2x+6+3$

$y=2x+9$
