$\Rightarrow m = \frac{- 1}{\frac{- 2}{3}} = \frac{3}{2}$

Equation of line with slope $\frac{3}{2}$ and passing through point $(- 2, 3)$
$\begin{matrix} y - 3 = \frac{3}{2} (x + 2) \Rightarrow 2 y - 6 = 3 x + 6 \Rightarrow 3 x - 2 y + 12 = 0 \end{matrix}$
