From FBD of the system of blocks, we can write
Ff=(m1+m2)as where as is the acceleration of the system.
For F=Fmax, friction will have limiting value
f=μ1N=μ1(m1+m2)g

Then, Fmax=(m1+m2)(μ1g+as)
m1=1 kg; m2=2 kg; μ1=0.1;as=2 m/s2

Hence, Fmax=(2+1)(0.1×10+2)
=3×3=9 N
