Four corner O-atoms are shared per tetrahedron in 3D-silicate. This results in formation of infinite thre dimensional network of repating unit of SiO2. Since, all the four oxygen atoms are bridged atoms, none of them have negative charge. Hence, 3D silicates are neutral.
