All digits in a whole number are significant. For example, $4567$ has four significant figures. Thus, for numbers greater than $1$ , all non-zero digits and all zeroes between them and after them are significant figures. And if the number lies between zero and $1$ , zeroes on the extreme left side of the number are not significant. For example, $0.00215$ has three significant figures.
Hence, $42.75$ has four significant figures.
