The equation of polar w.r.t to the point (x1,y1) for a general equation of circle is
xx1+yy1+g(x+x1)+f(y+y1)+c=0
For the given circle 3x2+3y27x+8y9=0,
g=76,f=43,c=3
So, polar is
x(5)+y(12)76(x+5)+43(y12)3=0
23x+5y=57
