$-x$ will be $<0$ which implies $-3\times x<0$

therefore adding $2$ on both sides in the above equation

$2+(-3\times x)<2+0$

which implies $2-3\times x$ belongs to all numbers on the real axis which

are less than $2$ which is simply its range i.e, $(-\infty ,2)$
