Convert the given ratio in same unit.
We know that,
$1 k g = 1000 g$
Therefore, $3.5 k g = 3.5 \times 1000 g = 3500 g$
$3.5 k g$ to $250 g$ $=$ $3500 g$ to $250 g$
Also, $3500 g : 250 g = \frac{3500 g}{250 g} = \frac{3500}{250}$
Now simplest form of $\frac{3500}{250}$ can be obtained by dividing both term by their HCF $250$
$\frac{3500}{250} = \frac{\frac{3500}{250}}{\frac{250}{250}} = \frac{14}{1}$
Hence, simplest form of $3.5 k g$ to $250 g$ is $14 : 1$
