The cost of a dozen pencils $= ₹ 18$
so, the cost of a one pencil $= \frac{18}{12}$ $[1 d o z e n = 12]$
$= ₹ \frac{3}{2}$
Now, the cost of $8$ ball pens $= ₹ 104$
so, the cost of one ball pen $= \frac{104}{8}$
$= ₹ 13$
Ratio $=$ Cost of pen : Cost of pencil
$= 13 : \frac{3}{2}$
$= 26 : 3$
Hence, the required ratio is $26 : 3$
