∴ Ratio of the first quantity (250 g) to the second quantity (1000 g)$=\frac{\mathrm{First}\mathrm{quantity}}{\mathrm{Second}\mathrm{quantity}}$
$$\begin{gathered} =\frac{250}{1000} \\ =\frac{250÷250}{1000÷250} \\ =\frac{1}{4} \\ =1:4 \end{gathered}$$
