Lets go to lift frame and observe.
Since it is a non-inertial frame so we have to consider a pseudo force.
Lets assume in lift's frame that 1.5 kg block is going up with acceleration a and 3 kg block is coming down with acceleration a.
From the FBD of 1.5 kg block we have,
T−1.5g−1.5g10=1.5a
T−16.5=1.5a ............(I)
From the FBD of 3 kg block we have,
30 + 3 - T = 3a
33 - T = 3a.......................(II)
Solving (I) & (II) we get,
T = 22 N
Reading of spring balance = 2T = 44 N.
= 4.4 kg.
