By factorising,

$100 x^{2} - 20 x + 1 = 0$

=> $100 x^{2} - 10 x - 10 x + 1 = 0$

=> $10 x (10 x - 1) - 1 (10 x - 1)$

=> $(10 x - 1) (10 x - 1)$

=> $x = \frac{1}{10}, \frac{1}{10}$
