The correct option is B 21.666 cm2
Surface area of a frustum of cone = π(r + R)s + πr2 + πR2

R = 1.5 cm, r = 0.2 cm, s = 2.5 cm

SA = π(0.2 + 1.5)2.5 +π0.22 + π1.52

= π(1.7)2.5 + 0.4π + 2.25π

= 3.14 × (4.25 + 0.4 + 2.25)

= 3.14 × 6.9

= 21.666 cm2
