The correct option is D 18 cm

Side BC and PS are common and they are not a boundary for the new figure AQRD.
The perimeter of the new figure = 5 cm + 2 cm + 2 cm + 2 cm + 5 cm + 2 cm = 18 cm

Or,
AQRD is a rectangle
Length = 5 cm + 2 cm = 7 cm
Breadth = 2 cm

So, perimeter = 2 × ( length+ breadth )
= 2 × ( 7 + 2 )
= 2 × 9 = 18 cm
